The clean air zone Leeds built and never switched on
Leeds is the city that spent the money and then changed its mind. Ordered by government to clean up its air, the council designed a zone covering everything inside the outer ring road, installed the cameras and spent around £13m, then scrapped the scheme in October 2020 after finding that more than 90 per cent of buses and 80 per cent of lorries in the city had already moved to cleaner engines (Leeds City Council, October 2020). Private cars were never in scope in any case. So nothing here prices an older car off the road; what finishes them is the traffic, and the INRIX 2025 scorecard puts Leeds fifth in the UK at 59 hours a year lost per driver. Did you know? Most British lorries once ran on a Leeds back axle Kirkstall Forge in the Aire valley was started by the monks of Kirkstall Abbey around 1200 and is reckoned to be the longest continuously used industrial site in Britain. Iron was worked there from the 1580s, axles for horse-drawn carts from the 1820s, and by 1930 most lorries and buses built in the UK carried a Kirkstall back axle casing. The forge made axles for military vehicles through both wars, passed to GKN and then to an American owner who moved the work abroad, and production ended in the early 2000s after roughly 800 years. The site is now houses, offices and a railway station that opened in 2016. |
