The clean air zone Leicester talked itself out of
Leicester was one of the cities ordered by government in 2018 to plan a charging zone, and it drew one up: taxis and buses only, inside the inner ring road. Then the air got better on its own. Nitrogen dioxide fell by around 60 per cent between 2010 and 2020, the city met every air quality target for the first time since monitoring began, and in November 2021 Defra wrote to say the zone was no longer needed (Leicester City Council, November 2021). So an older car is not charged anything here. It is the driving that finishes them: the inner ring road, the M1 and M69 junctions on the western edge, and the daily crawl in and out from Oadby, Wigston and Glenfield. British motorcycling came back to life ten miles from Leicester When Triumph collapsed in the early 1980s a Midlands builder named John Bloor bought the name at the receiver's sale for £150,000, beating Harley-Davidson to it. He then spent seven years in near secrecy, developing engines and putting up a new factory on Jacknell Road in Hinckley, for a reported £80m of his own money. In June 1990 he invited the motorcycling press to Hinckley and showed them what he had built. The first bike, a 1200cc Trophy, came off the line in March 1991 at about ten a day. Triumph is now the largest British-owned motorcycle maker, still in Hinckley, and Bloor has still never let himself be photographed with the bikes. |
