Nottingham took a different route from every other English city. Rather than charge drivers to come in, it charged employers for the parking spaces they provide: the Workplace Parking Levy started in April 2012, the first scheme of its kind in Europe, and it still applies to any employer with eleven spaces or more, at around £500 a space a year (Nottingham City Council, checked September 2026). It worked well enough that Nottingham became the first council in the country to get its air quality plan signed off without a charging Clean Air Zone. So nothing charges an old car to drive here.
