An island city, salt air, and a zone that never charged cars
Portsmouth has run a Clean Air Zone since 29 November 2021, covering about three square kilometres in the south west of Portsea Island. It is Class B, which means private cars, vans and motorbikes are never charged whatever their age; only older taxis, private hire cars, buses, coaches and lorries pay, at £10 or £50 a day (Portsmouth City Council, checked September 2026). So nothing prices an old car off the road here. What does the damage is the setting: Portsmouth is the most densely populated city in the country outside London, built on an island, so cars live in salt air and small parking spaces with short journeys in between. A novelist built aeroplanes at Portsmouth Airport Airspeed Ltd was founded in 1931 in an old trolleybus garage in York, by the designer Hessell Tiltman and an engineer called Nevil Shute Norway, who wrote novels under his first two names. The company moved to a new factory at Portsmouth Airport in 1933 and built the Courier and the Envoy there, and an Envoy was chosen for the King's Flight. Between 1938 and 1945 the Portsmouth factory turned out several thousand Oxford trainers, and Airspeed designed the Horsa glider that carried British troops into Normandy. The airfield is gone, built over as the Anchorage Park estate, but two roads there carry the novelist's name, one of them renamed from Rat Lane in his honour. |
